Stuck trying to add credit card to Apple Watch for Apple Pay

Can't seem to get the Apple Watch to take a Credit Card for Apple Pay.

On the iPhone 6, the Apple Watch companion app shows a spinning white circle when I tap "Add Credit or Debit Card"

Eventually (most of the time) it returns saying "count not connect to Apple Watch", sometimes it Never returns.

However all other apps are working fine.

have rebooted the phone and watch several times.
